At the moment, neither option is plausible leaving us to conclude Ilay will be there for a long time.

Let's hope there will be enough political freedom to allow open dissent by the public. If demonstrations in non Iilay ruled regions like Dir dhaba continue, it may pick up enough momentum to pressure him to make changes. Right now, it appears his visit to Djbouti seems to reflect a growing relationship with the new Oromo PM whose modus operandi seems to be make everyone happy.
