WIth global powers including Britian, EU and US as well as UN behind them, Dr. Cirro and Faisal Cali Waraabe will embark on a process to create a parallel government soon.

The US and UK ambassadors have delivered a deadline for Muse Cabdi Dameer to comply or else. The 'or else' part is the part Dr. Cirro and Faisal Cali Waraabe are working on at this moment.

It will involve bringing together Garxajis, Dhulbahante, Gadabuursi, Arab, Isse and Warsangali clans, as well as any others such as Gabooye etc. For a conference to create a parallel government.

This government will then enter into formal talks with Mogadishu Government and the outcome from those talks will be implemented on the ground in Hargeisa and Burco.

Another important thing to note here is that, the parallel government will assume all responsbilities for what used to be called British Somaliland. The World community will deal with this government and it will be the focal point for Donor money as well as development Aid.
