i wrote about it in 2019 and was supposed to start in all FMS but i noticed how they sent delegates to Hirshabelle(Baledweyne) Galmudug(Dusmareb) and PL but no JL it was supposed to be Gedo(Luuq-Doolow) is this has to do the new policy under Rooble towards JL where the funds have to be channelled through JL Admin so they have to wait until the admin moves in? the Gedo one is jid cad not paved but then it's current wooded paths! goodax was travelling through
