I doubt it for two reasons.

1) The Ambassador would not have publicly disclosed such information.

2) Ahmed Madobe is very much Kenya's man in Kismayo and by extension he serves western interests.

I would further add that Farmaajo has now aligned himself with Ethiopia and Eritrea, both of whom are under sanctions and targets for regime change.
