Doesn't make any sense. SW state and Jubbaland are both Federal Member States of Somalia.
Furthermore, Middle Juuba and Lower Shabelle don't have a shared border.

Jubbaland is probably the only region that can be truly self sufficient. The natural resources are incalculable. Water, oermanent river, farmland, fisheries, tourism, oil/ gas etc. They have a huge port and 3km airport runway. Borders with Kenya, Ethiopia and Lower Shabelle.
