Why Italian music is backwards?

Most people might assume if a culture is good with art, they also might have good music. However, the Italians are a good example of the indifference betweent the two.

Anybody heard the visiting musical production group in Hargeisa on BBC Somali?

The question is, are the Italian mouths too loud to produce a culturally sound quality music?

or is what little cultural advancements they have in Italy a freak?
