Qaabil qawan is when only one clan creates a meeting sxb, laakiinse this meeting included more qabils than just one.
In the past reer saaxil meetings was basically just Cisse Muuse, but things are changing slowly and they themselves by choice are inviting more clans so its only natural they invite the clans they have the closest relationships with.

Who cares if clan meetings take place. It is up to that clan stop trying to police umada. Somalidu wa nomadic seoicty so its quit normal dowlada wa dowlad but we have suldans also and if clans want to meet to talk about thier future then thats fine.
