These elders are wrong in the sense that they can't have mogadisho be the capital and still be ruled by hawiye alone because that would mean from this day until the hour comes you would only have hawiye presidents. Now think of how that sounds for a second. Hamar is historically settled by hawiye majority and there is no dispute over that and if hawiye alone want to rule it then there is still no problem with it as long as the capital is removed from there.
