He said that his father has a home in xamar (given to him as an employee of the government) that is currently occupied, and the squatters are not people who owned that house/land before it was nationalized. He wants to also know if the nationalized land was compensated by the government, to understand if people who previously owned the land before nationalization can still have a legitimate claim to the land. So from my view it was a personal concern of his, that relates to this topic. I don't believe Alpha was even aware of such a thing as people who claim land that was nationalized. Even though this is all theoretical, and we have no clue people claiming land before nationalization.
I think the general case is documents during the time of government proving ownership is given first priority. I don't believe people claiming something as far back as 60's or before will be taken seriously. It's like people in the usa claiming land taken from them through deceptive means by railroad companies a hundred years, it just doesn't hold sound anymore. Or in Russia land seized by the Communist regime from the rich being contested for. Also, we have to judge by the law of the land, and if there is such a thing as an expiration to a claim. Otherwise people all over somalia will claim clan lands stolen from them decades ago.
As for Nationalized land, I think no one will take that seriously, otherwise anyone can forge documents, and pay off people to vouche for them owning prior to nationalization.
I really believe that it is going to be pretty simple, and as most governments, ICU, Alshabab, and the current government will do. Anyone who has a legitamate deed will get that house back, and squatters will be evicted. Now will this cause problems yes. Squatters need somewhere to go, and hopefully something will be worked out. A lot of people have just rented out their properties for the time being.
