[I think the first step should be addressing the challenging issue of clearly defining border lines between the different Clans. After that job is accomplished I would advocate independent State/Regions where each State or region is fully managed by it's own people (i.e. Somaliland and Puntland)]

Are saying upto 100 or more clan/subclan border lines should be defined, and upto 100 or more autonomous states or regions (i.e. Somaliland and Puntland) should be formed? And what about Mogadishu where many clans/subclans live; are you saying each should carve its autonomous state or region within Mogadishu?
