You can read the quran in your own language.... but it's not the word of Allah and you can't make your salah for it.

You're correct. In rabic, Arab means some one who speaks is fluent. Since they were so good in their language that they almost could experess them selves it very well. That is where they got the name. Therefore any one speaks fluent Arabic is an Arab not by genes but the tangue.
