Well, actually there is a case to be made that Ethiopia has the largest share of the blame.
Both successive Ethiopian governments have armed and funded any anti-nationalist or anti-Islamist political movement, as both nationalist irredentism and islamic irredentism are a threat to their rule of Somali Galbeed.

The Islamist movements are even more of a threat as their stated goal goes further than the nationalists, they want a state ruled by Sharia law from Sudan to Uganda to Mozambique.

As all governments with a chance of forming a government accepted by all Somalis are based either on nationalist or islamist principles, Ethiopia has no choice but to destroy every government Somalis attempt to form. The alternative is to let go of Somali Galbeed and they will never do that, they would all rather die. The Ethiopians have a fixation on ruling Somalis going back to Menelik II.
