Keep in mind that this road crosses mountainous areas and rocks had to be demolished and the road flattened to build it.
And there are over 20 bridges like that that pass dry river beds.
Southern Somalia is flat, probably cheaper to build roads there.

The project was managed by the former Somali government, not the corrupt factions of today.
Italy paid 500$ million dollars for the road from Bosaso and Garowe. And most money was actually used since it passed rough terrain and mountains.

Workers working on Berbera road, don't think the Somaliland government is doing this, it's one Somali engineer that come back from Europe!
So called Somali administration don't do one thing for the ppl, it's just normal citizens that are educated that do productive things for the ppl!

^ I think the Somaliland government is paying for it though and they don't look like they are starting from scratch. It appears as if they are patching up an already paved road in that last picture but I could be wrong.
