You mean there are girl/women out there who went to go without a niqab but their men force them to wear it? How could you tell? Will the woman testify against her man? Will the 400 women all get interviewed in private and asked for their opinions? When the man finally pays the fine, does he have to pay it from his own share of the family income or can he use his woman's part too?

The same difficulties surrounding forced marriage apply, its obviously very hard to tell because if a woman is being controlled/subjugated to the degree that she cant wear what she wants, she'll be too frightened to speak out. If she is being abused in other ways, there is he chance for family and the wider community to step in and alert the authorities.

No one can force you to do anything, period.

One can easily slip these garments off when they are not seen by their men-folk. And if one's husband is managing to somehow 'force' his wive to wear the niqaab there are more serious domestic issues in question here that needs to be investigated. The French are just impinging on it's Muslim citizen's rights once again under the guise of do-gooders.
