Not always true. AMISOM indiscriminately shell. I remember the madaxtooyada was attacked from Boondheer, and AMISOM in response shelled suuqa xolaha.

They shell the whole city when they get attacked, they don't just respond to Shabaab's attack.

Part of the counter-insurgency warfare that they teach in all of the western military academies is to inflict maximum damage on the civilian population when you are attacked by the geurillas. The shelling against our civilian population in Mogadishu is occurring due to that military doctrine. For them, the goal is to turn the larger population against the guerillas and the shelling in Somalia will continue as long as there are foreign forces in Somalia and there are Somalis who are resisting them. The end goal that is pursued here is to break the pysche of the Somalis.
