It's because there is 365.25 days in a year, so after four years they need to account for that day, hence why they have an extra day on Feb every 4 years.

btw those months were added to their calendar, they use to only have a 10month calendar, hence why Dec,Nov,Oct,Sept are months 12,11,10,9 when in actuallity they're meaning is 10,9,8,and 7
