Federlism is the creation of a new system while ignoring the princible causes of the somali divisions. Yes to federalism if within a fixed state border. Somalia and Somaliland gained independence as seperate states. The AU accord on state border is clear:

The TFG becoming more successful is the way forward for Somalia. Extend its mandate immediately. These so called allied local administrations and groups should find their own source of funding for their local developments instead of trying to get a cut of the TFG cake by paying mercenary writers and in the process putting a stop to any progress the TFG has made since its establishment.Decentralise the system of administration – per the Transitional Federal Charter – as soon as possible, by providing delegated authority and resources to allied local administrations and groups.
