You seem bitter, loudly angry. Take a break, you're falling all over the place. No previous Somali government nor hardly any third-world governments today build their public institutions. All of Somalia's old roads, hospitals, etc. were built by the Soviets & Chinese or various European states for example the main road and the main hospital in Mogadishu being built by the Chinese and Italians respectively - the only difference here is that foreigners pay for Puntland's institutions while all the contracts for materials and construction go to locals - something that didn't happen in the past.

That's beside the point, the money whether it be imported from a camal's ass or not, what you don't seem to be understanding is, it doesn't matter where the funds come from, the notion you need to conceive is that its going toward aiding those who require it, How is something created if it hadn't been for the people to take the first leap, your baseless arguements are redundant at times.
