What do you mean by "SSC-Type States"? Why do you make it seem as if Puntland or Somaliland is any different?

If a Federal Government of Somalia gives autonomous rights on an international level to one MAMUUL, then it has to give the same to all MAMUULS. One Autonomous Region wouldn't be given certain privileges, while another will be denied of that privileges. The Rules and Regulations of being Autonomous must apply to ALL-Regional Administrations, within a Federal Government.
