I would concede that HY population is larger than HJ in Erigavo city,
but the (Muse ismaciil) HY + Udurxmiin-HJ +Biciide-Hj do outnumber everyone else by a large margin.

if you have 3/4 of the population it is yours.

Based on Jeberti logic, Eyl is a Sacad city because my awoweyaal owned stores there and introduced the natives to cloth clothes prior to which they wore goat skins.
