Xamar should be both a city and a state.

Well Mogadishu is going to be the seat of the federal republic while the federal capital of the country will be located in the regional banadir state how can you not understand that?

How come there is three examples of what can happen?
1) Mogadihsu and banadir region become their own federal state and host the capital
2) Mogadishu and Banadir Join another Federal State
3) Mogadishu cannot join another state or become a federal state.
Those are the options and i favor the first one for a few reasons i can not talk about since we have outsiders here
