I believe Kambooni lost the Ethiopian connection after Meles died.

Now the entire Absame are allied to Kenya, and ina Iley purportedly about to be replaced so he is in no position to meet anyone.
They will likely be given the governership position unless some outright clan war does not break out, but either way the Kenyans will be in Kismaayo for the forceable future. The foreign warships, and the Alshabaab presence will mean nothing will change if things dont get worse as far as the local economics are concerned.

The Status quo of Kismayo will not be changed by some Yes-man PM who just joined the game.
