The kids father doesn't want anything to do with him or his younger brother. He is married to a Yemeni woman and he does not even care if his sons would be dying in front of him. On top of that no one knows where he lives. He is the definition of dead beat. My wife had her oldest son when she was 19 and the second one when she was 23, that was when he left her and since then there has been no xidhiidh. So I guess the responsibility is on me. I will do what I can but I hope he listens. I have only been married to his mother for 2 months. I do not want to risk my marriage.

You really should deal with step children like you would deal with your own. Adaa masuul ka ah.

It sounds like you worried that by getting involved with this kid you will make matters worse.
I don't see how staying quiet will help. If anything that might make things worse. By ignoring it why wouldn't the kid take advantage and take things further and further? If this kid is not given boundaries and discipline then
1. It could cause serious tension in the home. Between the wife and you. And the other children will be affected.
2. he could influence the other younger members in the family
3. he could end resenting you for not showing that you cared about him.
4. etc
Getting involved shows that you care. You are failing this child if you don't get involved. He needs know his boundaries in his life or he becomes a dysfunctional adult.
If you are serious about your family then you should look up information about how to raise a teenager through the internet, books, local mosque, etc
Just my two cents
