The goverment of Mogadishu have the power to slighly change the consitution because they are the legitmate power of the country.

'Jubaland' I, the federal government and others are very suspicious of what is going on right know in Kismayo. I fear a puppet goverment controlled by the Kenyans. I also believe the region's problems in this region is very complex and it has the capabilites to ignite war which is going to be disastrious. I just pray that the people of gedo, bay and bakool side with their Xamar brothers rather than the Kenyans.
