This is common sense which you seem to lack, a trait to be found in abundance amongst the Disneyland community. Regardless, let me attempt to "draw a picture" for you:

a) Ogaden troops are hitting Ethiopians hard
b) Ethiopia tries to defeat Ogaden by brute force, it doesn't work
c) Ethiopia needs to find a counter balance from within the locale populate in order to take some steam out of ONLF, divide and conquer
d) Ethiopia looks for a Somali group strong enough to challenge the Ogaden people, can it be your Isaq? No chance. Only an OG can defeat an OG
e) Ethiopia arms another group from within Ogaden

Et voila, I attempted to break it down to its simplest form so that you may understand however it still isn't guaranteed.
