The terrorists live among the lawful citizens and sometimes work for the government, other times against it. There are clans and if your clan is not the presidents clan, you don't get offered a government job. People raised in this chaos have a different view of what is right and wrong. The clan comes first, not the national interest. No one know how to help them, their society makes it very hard to help.
The thought of simple increase in wage can change such a society, that is the most absurd thing I've ever heard.
Much if not all of this arrogant clan driven government of Hassan Sheikh employees salary - Norway pays 500 million worth of handout. His government is not without revenue so where exactly is that money invested in if there not paying any salary? Maybe it's not enough for his travel expenses of private jets and expensive hotels.
