SIYAAD BARE was offered chemical weapon by his friend Saddam Hussein but unfortunately he decline the offer not thinking about the bigger picture the biggest threat wasn't coming from hargeysa, as some people would like to believe.

Not Siad Barre, I doubt it....like it or not the man was a wadani to some degree, he wasn't an animal. Although I wouldn't say the same about some of the rabble that was counseling him. Some of his generals were wackos and they definitely would have gassed Isaaq or any other enemies out of existence if they had the chance.

I doubt MSB barre would have used it
But I'm sure snm, usc, ssdf, sfm and all other alphabet rebels and warlords and ALL qabiils would have, we are savages thus no naxariis.
I believe MSB was not responsible for a lot of things blamed on him, many of the people he trusted in his government betrayed him/Somalia by committing inhumane crimes via collective punishment to deal with rebels.

This . His Generals specially Aadan Gabayow was as lunatic as it could get . on August 13 1988 when SNM forces withdrew from Hargeisa
He erected the flag of Ogadenia in the center of the City , he did not even have the decency to honor the flag he was fighting for
Or may be Somalia was not the country he was fighting for .

God knows whether he would use it or not , but what we know is he used all kinds of deadly weapons against his own people .
If your telling me he was not responsible for a lot of the Crimes that took place under his rule ( remember we aint talking about some security officials kidnapping
an innocent citizen and torturing him to death ) then MSB was a weak man who knew nothing about the atrocities going on .
