salam sister, the hadeeth says " first people who judged and dragged to hellfire" so is not specified. prophet in that hadeeth used " people". marka my guess would be out off all people , believer and none believers. as another hadeeth also says, monafiqs are in bottom of hellfire. marka nifaaqa wah sahlan ma aha. some scholars even call is nifaaq is kind of shirk .
