basically, he could not or did not know how to close deals and negotiate with these entities. notice- they have barred him from discussing certain stuff because of contractual reasons. basically, he wasnt up to it or was too inexperienced. just be honest, mate, next time, as opposed to feeding us with nonsense about caring for the public.war dadkani waa imtixaan.
