Actually from business prospective people living desert or semi desert places like Djibouti or Somaliland demand more crops from outside than people living in Ethiopia who have plenty of local farms around them. Ethiopia does not buy any crops from somalia currently, never did and probably will not except the somali region. Goodsheperd, you are ignorant of how Luuq district is settled. We Surres settle Luuq district in large numbers, bordering Bay all the way to Liban zone of K5 are Qubeys and Cabdalla subclans. Reer Xassan have moved into the city and its environs over the last two decades after conflicts with the Boran but they do not even border us. We Surre already have farming villages in Jammaame district similar to Kabxanley and Deefow, why bother with Marka district when the Biimal already overpopulate the area. Anyway, Marka should be reinforced with Geeljire Gadsan Biimals from Ethiopia.
Jammaame and parts of Jilib that are south of the river have more virgin territory that is Dir dominated and in need of settlers.

This videos show the development of a town in degmada Boholgaras, Luuq.
By the way the Reer Xassan pushed out the Reer Axmed and other Marrexans from Luuq town and its environs, not Gababweyn. At least half of the Gabaweyn fled after they were persecuted in the immediate period after the Civil War. They will probably be resettled after they return from the refugee camps at some point in the future. The Gasargude are the traditional inhabitants of Luuq town along with the Gababweyn, do not get me wrong, we have no interest in the town itself.

We never had that culture of claiming something that doesn't belong to us but you'll see others claim Jamaame district, large part of S/Hoose, Kabxanley, Deefow, in Somaliland you have people claiming Ceerigaabo, Caynaba, Gabiley etc saying Isaaq occupy their own cities.
You'll see an Cagdheer from Dhagaxbuur district claiming Kismaayo but you'll never see a Gaadsan from that district claiming Kismaayo or Jilib or Jamaame even though the greater Biyamaal clan, that Gaadsan is a sub clan of, settle these areas.
I guess it's time we act like these ignobles and give them what they want.

Xildiid, the mistake a lot of these Somalis make is that they over extend their territory beyond reason. The wise thing to do is concentrate oneself on prime agricultural land from K5 to South Somalia. However, most Reer Magal Somalis who have had a taste of city life will not pick up a farming tool as they have gone all soft. Only some clans are still mainly Reer Mii and those are the ones I would target for resettlement. Some should remain as Geeljires or else who will pick up the AK47 for you.
