I understand what you are trying to say, but Shariif Sakiin did that division of seats because he does not have much power even in Baydhabo. Shariif Saakin was forced to give seats to HG in Shabellada Hoose because he cannot kick them out of there.

Ahmed Madoobe can afford to ignore Cawrmale, Gaaljecel etc because the only thing they can do is join Alshabab if they don't like it. Ahmed Madoobe is in a stronger position than the Shariif and can basically do what he wants and know that he will stay in power.
