To answer your Q, mogadishu is an incubator of al shabab, yet mungabs first statement was that he has a "faas" kkk is this how you can win the people? On the opposite the internal security does 4 things; 1) works with the civil society, youth and women ministry to provide them with the basic security needs such as crisis line for women, 2) looks after the international organizations and the embassies, 3) makes the planes for the police support and presents it in the international forums, 4) collects intelligence reports
This is how you can win mogadishu, it will take ages but atleast leave behind some legacy

I support mugaab on another issue that hes good at; being the only warlord of mogadishu..tarsan who was not local boy had some fears of clashing with local powerful warlords such as daaci but madama uusan waxba ogeen mayaqaano calaaqaatdka and he makes diplomatic clashes...thats why im against him in this.
