4,5 vs district = population vs districts.
In theory Daroods occupy more districs then Hawiye, but Hawiye has a bigger a population,and neither wants the other to gain a political monopoly, either through 4,5 or districs elections Hence the deadlock.
But here is the problem, 4,5 is illegal according to the Somali constitution.
the 4,5 election system ended with the transitional government, now that we are a federal government, we abide by the federal constitution.
when Hassan Sheikh Mohamud was elected back in 2012,
his government was given 4 years to build institutions, and prepare the country for 1 man one vote election system.
Instead he used the 4 years fighting jubbaland, fighting his prime minsters, looting aid money and state property, and last but not least propping up friendly states with the loot money.

So in conclusion you could say people are in reality devide between two groups:
The pro constitution - constituencies= districts
The anti constitution- 4,5= illegal
So this is not about Hawiye vs darood but damuljadiid vs the rest.
