Haile selassie only truly invested in addis ababa, harar a little, dire dawa, etc. The infamous cities or towns. Amhara region even wasn't getting developed. The only difference between Abyssinian peasants and the southern ones was the fact that the Abyssinian peasants owned the land they farmed, but the southern peasants didn't.
