about the cable, the gov should leave telecom biz to private corporations and focus on collect tax efficiently.

DJ Border? I hope they are talking about in/out flights/passengers between the two countries.

My bad they are actually organising private telcoms, so they are doing what you are suggesting. As for djib-Somali border, remember that return of stability means also a return of government. SL doesn't stand a chance to oppose anything once southern military problems are settled.

Thanks Potus. The reality on the ground is that policies need means of enforcement. The fed gov cannot enforce physical border issues with DJ now.

The Somali government might be based in Mogadishu primarily for now, however it represents the interest of all Somalis in Somalia, this includes those who are involved in breakaway states such as PL and SL. Obviously a cross border agreement with Djibouti cannot be enforced if SL were to oppose it, but whatever the case I think the agreement will benefit the Somalis living there, including the Dir who are in favour of the SFG.
