The letter seems fake to me. I know Harun Maruf is a trusted source but I question the ahthe authenticity of this letter.
1. The letter says it comes from Kenya, but they signed it as Rosemary Di Carlo, a UN undersecretary general.
2. Kenya is there in Jubbaland under thr auspices of AMISOM. Kenya does not have OVERT political role, although covertly we know they do.
3. As a result of number 2, Kenya legitimacy to question the UN Special Representation particularly since it is only through AMISOM Kenya can speak and the fact the UN pays AMISOM soldiers.
My conclusion is the letter is fake.
