There is no full debt relief. Somalia have reached the decision point stage in the process. If all next steps are achieved (completion point) Somalia can get debt relief first in 2023.
But as Somalia reached decision point it reached a point where there is a interim debt relief.

The road to debt relief is long. let us say this is a process that has begun under the former govt couldn't deliver the goals of their govt for many reasons one of them is lack of cooperation with the FMS who r part of the reforms. xamar doesnt manage shit. this is why they asked waare and lafta gareen to spread the lies.
Debt Relief is an ongoing process but they reached a milestone yesterday clearly to relieve initial parts of the 5 billion.

im not economist and many people here have better knowledge than me but im familiar with the realpolitik rather than on ideals like these kids who dont understand the the federal system of the government. FGS controls 5% of the Somali economy. even in Xamar you have these isgaarsiinta shirkado iyo duulimaadla like jubbaairways who have monopoly on reality like xajka/pilgrimage
FGS=central bank, Mogadish airport and port+Mogadishu tax collection. the financial creditors are looking at Somalia as a holistic approach. next tasks will concentrate more on finance unification. cooperation between the FGS and FMS remains as a keystone that why finance minister held shir in kismaayo for the fms and all have shown their good intentions bc they need the money. this program is called staff monitored program it started with the FGS and now includes the FMS so all somalia can benefit from receiving funds. the next era all development will be concentared on the FMS/regions

i didnt like to post this old link here goes back to late 2017 when waare was just elected and before forming his cabinet. this guy was finance minister back then. i think he is one of the few educated ministers hirshabelle had he is economist from canada. start from 9:50 to see that FMS r part of the financial reform. this Govt have done good for Xamar part(bank, ports, tax collection, mushaar) this is why ajaanibta link talks and FMS stabiliy with the debt relief. they say all the time come on maryooley unite unite for the shaqo.

I get what you are saying Sahal, there is still a process running but the big milestone here is about the fact that they now have access to Financial Systems.
