I have also helped build one from scratch back in 2017 with a cousin who is an electrical engineer.

This conflict has been a godsend to Somaliland. More has been achieved during that short time than last 30 years. Somaliland is finally playing chess not checkers. But once that Somaliland rally started in London all the Somalilanders started to fight back. Muse played his hand like a true pro, while the other side kept boasting with pictures of this minor majerteen tribe with four technicals heading for battle. Muse stayed under the radar and played his opponents never ceding ground but looking like the victim. To the international eye its looked like an army was defending the city from assortment of militias with no uniform or command structure. While he gaslighted alshabab it was hard for any western country to risk giving support to those defending the city, just incase Muse was right. This was not something worth risking a western politicians career over.

It is like a letter saying about a violent, crime wracked neighborhood in which gangsters are being fought by local community members for control over their streets "The issue in Neighborhood X is out of hand, the issue is a symptom of the local community unhappiness with lawlessness and crime by gangsters, and the lack of a clear policy addressing rampant insecurity. A long-term law enforcement solution is required."
Understand "WHO" has been identified as the"aggrieved party."
Aggrieved party = local community
Aggrieved party is the "protagonist."
Here, let's recall what protagonist is vs antagonist

One way to confirm who the protagonist is in that quoted piece is the identification of "conflict rooted in unaddressed grievance from local community."
The local community= SSC
We know their uprising starting with protesting started with everything.
We also understand through the declaration statement by the 33 Elders that they are not just protesting"how" they are administered but by "whom* they are administered essentially repudiating "Somaliland" itself.
The person who quoted that piece almost tragically thinks this is advocating for Somaliland when really what the letter is saying is "Somaliland" must be once and for all repudiated and a definite plan adopted against the status quo so as to make it absolutely clear it does not exist and cannot burden local communites as a compulsion.
Rhe letter is saying if Somaliland was allowed to fester (local hoodlums allowed to do small scale activities without burden to larger community), it now calls for a plan about how to deal with them (because they are now a burden and security risk).
This is tragic @ the individual quoting it without any understanding about what he is quoting.
It is like the neighborhood gangster then waving around the district letter identifying him as a problem and instead thinking it promises him upcoming "license" to do what he wants to the local community identified AS the protagonist.
It is tragic like many things about this war from Muuae supporters.
This whole thing resembles a cult gone wrong.

The letter is with "context."
The point about Salient Point is finding both ends of a tunnel to peer at the center.
One end is the contents of the letter. The other end is the context in the real world
For example, the grievance felt by certain communities---you are supposed to look at the "ongoing conflict" and utilize the context surrounding what is the "grievance."
Essentially 1.) Somaliland existed since 1991 and 2.) Somaliland is not fighting Somalia or has implicated conflict through a grievance resulting from compulsion from Somalia regarding forced reunification.
Rather 1.) The context establishes "this" conflict was started by SSC, or in other words "Harti" which includes Dhulbahante & Warsangeli and has successfully pulled their cause "Fiqi Shinni"-----"this" conflict was started by "those" communities, in particular the "Dhulbahante & Fiqi Shinni' declaration of intent
And 2.) Their declaration of intent did not protest "how" they were ruled but by "whom" wanted to rule them. They are not compelling Hargeisa or asking Somaliland not to exist; they have a grievance about being forcefully and tyrannically made to go along with Hargeisa's political desires contrary to their self-determination, freedom, liberty, and aspirations.
This conflict was started by the grievance of a certain side and your force and compulsion is what they have a grievance toward which caused them to "physically pick up arms to birth a conflict."
So no, the Salient Point does not implicate Somaliland grievance with Somalia. That is not being adjudicated at all by the context.
That is how you are not supposed to read a letter of this kind.
The letter is not a static letter; it is a living document.
Here is an example of a salient point;

The only importance to that page is if you are going to sign a contract, make sure all the t's are crossed and all the i's dotted.

Isaaq grievances against the faqash communities is the root cause of this problem.   There is clear evidence showing Daaroods gathering every where to invade isaaq  especially habarjeclo.     And somaliland forces are actually habarjeclo , we occupy goojacade not to  force our rule over the locals but to prevent Their militias to  attack our towns.
