Actually IPs are not unique. Thousands of people can share the same ip due their ISP provider.

Ips can be shared when they have the same provider. For example, in a University.

Other than that, IPS are unique in format.

You are defusing attention by attempting to say this is is not your Ip. Smart tactic.

If you shut off your Modem 5 minutes IPs changes. I tried many times. Accually would be taken and they provide you any IP available. If you're using Dial up it's even better. Every time to log on your IP changes.
