room and board is provided free of charge but they do have to cover for their transportation and some supplies such as pen, pencils, notebooks. Books are loaned to students for the semester and have to be returned when semester is over.

exactly, that's why we sent them money, to get the education and eat.

many people cannot afford that that's why cannot go to universities.

c'mon now. They are provided food, live in the dormitory and education free of charge. In extreme cases, one can even get a waiver of fee for the bus service through the government operated bus service to get to the university. The cost related to notebooks and writing utensils can be covered for less than 10USD annually.
