As for Hargeisa being his main place of dealings, perhaps. However, this administration has refused for the company to open a bank and thus resulted in it taking it to Djbouti instead. From what i have heard, limitation have been set on the company reducing it's full potential.

However, when it comes to opening free operated bank in Somaliland that can deal with international banks requires more than xawaalad and money transfer activities. You need to be located in recognized nation where the money can be insured and your operation can be monitor accordingly. That couldn’t be possible in Somaliland today, unless he uses the “Somali” card. Something he refused to do so. That is why that bank was opened din Djibouti. Just for legal reasons.
