well technically he is Shabaab and even when he wasn't a part of Shabaab, and running Xisbul Islaam he was doing the same exact stuff as them.

He is handing himself in to save himself, it's not for crimes, if he hands himself in, he's granted immunity.

Sheikh Hassan Tahir Aweys is a respected Somali elder and should be treated well if he decides to lay down his weapons. Mujahid Robow would be a great asset to the future Somali army and should be given the leadership of Bay & Bakool.

the idea of a car bomb is you drive a car filled with explosives towards a target, and hit the target and set off explosives and blowing you up in the car with it.

They even had a bio of the guy who carried out the attack and everything.

BV lol shirib is right, the first suicide bombings was done by the icu... But this shouldnt come to you as a surprise all rebel movements muslims or not are known to do these type of acts.
