Because Kismayo is the Jerusulum of somalia with many opposing clans claim as theirs.the marehan ,the majerten,the ogaden who are hoping to capture kismayo with the help of kenyans and crush the rest,the hawiye ,the digil iyo mirifile and jareer.so,it is a very complex isssue which needs to be resolved.
