The national government and the Muqdisho municipality are two different political entities. One deals with national concerns while the other deals with municipality concerns. The federal government will never gain credibility if the government doesn't include Somalis from all clans. However, the municipality is totally different. Hassan Sheikh Mohamuud's government has no business in the local politics of Muqdisho. Muqdisho as a municipality shouldn't be included in national politics. You have to also understand that Muqdisho has had a long history of being ruled by non-Hawiyes. Somalis from different clans to even foreigners who are not even native to Africa have ruled that city.
Why should the local Muqdisho residents have to share local political power to those not from the city? A non-local Hawiye will never in a million years be represented in Kismayo or Bosaso. Am I right?
And on top of that, federalism has been introduced. Somalia is possibly on its way to becoming the most decentralized country on Earth. Do you think its fair that those who are not local to Muqdisho get to set up their own administrations with only them in power and then come to Muqdisho and demand their share in local Muqdisho politics? That's incredibly selfish. Federally yes, they have every right to. But not locally.

Contrary to what You think Mogadishu was not a Hawiye village that resembled Ancient Rome. It was once a vibrant, thriving multi-clan and even multi ethnic city. Civil War turned it into a clan dominated town that has been wrecked by war. You mention Kismayo, Bossaso, etc. however these are simply reactions to Mogadishu. The Capital is supposed to serve as a example to other cities but as long as it resembles a clan village, every other town Beledweyne, Bossaso, Kismayo, Baydhabo will do the same and the status quo will continue.

Muqdisho was always majority Hawiye. It was multi-clan/ethnic then and it is multi-clan/ethnic now. However, it is Hawiye land and it was always Hawiye majority. It did not become a Hawiye city in 1991. 
The capital did serve as an example for hundreds of years. Hawiye have always been accommodating to others to letting them rule. Muqdisho had Darod mayors practically the whole time while Siad Barre (AUN) was in power. The longest serving one was Majerteen. But Hawiye have been treated like second class citizens in their own homes after being so accommodating. There is a reason why it is only ruled by Hawiye today.
The onus is on the other clans to be accommodating to Hawiye. Give them some positions in local government and then you can get the trust of Hawiyes.
If you want Muqdisho to be represented by many clans at the local level, you must be supportive of a central government. You cannot be calling for your own autonomous states and giving leadership and representation to yourselves and then coming to Muqdisho and demanding local representation. It doesn't work that way. So a non-local Hawiye will have no representation in Jubbaland and Puntland but you want representation in Yaaqshiid, Xamarweyn and Xamar Jab Jab? Yes!....Your absolutely right.
Xamar is Hawiye land and must be ruled by Hawiye.
J/Land will quickly move to full autonomy with only minimal relations with the SFG.
