The way I see it is that Muuse has probably been ganged upon. He might have the support of his tol , that of some sects of the public plus the support of Silanyo's inner circle, but I believe that he has come short of political and financial backing within the Kulmiye Gov. It was never a secret that Hersi was more or less the defacto president of Somaliland for a while now. He is the one where political clout, influence and the deep pockets lie with and has backed Yonis Bihi from the get go. Therefore a fair election in Kulmiye is out of the question for Muuse. Absolutely no way would Muuse win the candidacy facing such a formidable opposition.
Objectively speaking, Muse Bihi has more claim to the Presidential candidacy for Kulmiye than most of all the other candidates for the simple fact that the guy has been there from the get go. He has patiently waited for over 2 decades to get to where he is and more importantly, he has been a key figure in Silanyo's political career in Somaliland. He had a big hand in engineering the election of this current president and has been a loyal and close confidant to Silanyo.
Silanyo might not be able to have that much say in what's going on for his poorly deteriorating health won't even allow him, but he still has it in him to Never let his friend hang dry in the cold for the mob to lynch him.
That being said, Muuse Bihi himself has certain personal image issues that he is facing. He is seen as a divisive figure in Somaliland politics. He has still that Mujahidnimo, Jabhadaynimo and askarinimo mentality about him which he is not able to shake it off. He is politically quite novice and has absolutely no experience in international relations or stage whatsoever and has no conventional educational background to speak of.
