I don't know but I have this feeling that it is Xasan who composed it; maybe also sung it (Shabeel naagood?). He grew up in Boraame (born in Zeylac) and it wouldn't be a surprise if he composed a song on the town he grew in (Xaafada Axmed Gureey). True, he was a poet/lecturer/playwright, pan-somalist and member of the SYL. But, I was told that he used to sing in the 1960s.
