Unfortunately aid is big business and makes people and organizations rich and a lot of it is wasted rather than getting to the government or organizations on the ground. The reason Turkey has been popular and worked well is because they directly invest in the country. None of that giving money to USAID or this NGO and that NGO which aren't even located in Somalia and by the time it get's to the Somali government/people it's pennies on the dollar.
Turkey has been the bright star in that they have started to directly invest in the country, and for a fraction of that $1 billion price tag have shown a lot of development.
