Sahal, there is only one alternative to what I am envisioning above.

A meaningful Hawiye group feeling will reassert itself like the one that allowed us to subjugate the south, with a more progressive outlook such as fairness, rule of law, respect for property rights, protection of minorities. This beneficial group feeling will pave the way for a Hawiye militia to assume the responsibility of the Banaadir security. Any tax being generated from Hawiye populated areas including the airports and the ports will directly go to a fund managed by a new governance body(Hawiye) that is geared towards the security and economic development of Hawiye populated lands. This governance body would also prepare free local elections at mayoral level, county level in 2 years.

Here are other things that this governance body will have to do.

- Move the Ethiopian installed "Federal government" to 60 miles west of Mogadishu, preferably to Balidoogle so that it is easier for them to book their flights on the donor money. In other words, let the clowns in the "parliament and government" chew as much as the can until the donor money dries up.

- As the security situation and governance aspect of the region improves, there needs to be a proportional a fund transfer from the organization of African Union to the expanding responsibilities of the governing body. Here again, zero role for the people that got moved to Balidogle.
