What's been happening is the tribal militas that vacated Jowar and Balad are in the city setting up isbaro and robbing the drivers.

Anyone who refuses to hand over the money is killed.
This is moryaan 101 being deployed in Xamar by the spoilers and trying to blame the govt.

many civilians have illegal houses and businesses and refuse to pay tax and refuse to get off squatted land. we cannot deny a certain section of the population benefit from lawlessness and its much more than a few benefactors

Anyone who got killed Xaarmaajo is responsible

They let police get wages from the only tool they knew yes isbaaro kkkk since they cannot pay therefore anyone who's kill by police Xaarmaajo is responsible and he have to be accountable and must face justice .

Very soon the police on streets will join the military and demand wages. Every one will be heading Villa Somalia and the Hawiye ciidan who looks after the villa will also abandon and guess who is inside kkkk the guy who runs inside pullet proof vhichle when pullets come in he will have to face justice
