Sovereignty doesn't mean getting aid or begging for aid. Somalia getting all the aid from the world. They still have no sovereignty over Somaliland. No actual control sea land and air. Somalia cannot enforce its law on Somaliland since they have no sovereignty over that land. As for Kenya and Ethiopia they have complete or part control over the sovereignty over Somalia and this is a fact.
